Requirements for admission

Applicants for all courses should possess a minimum of ‘O’ level (UCE) with atleast five passes obtained at the same sitting, plus a minimum of Principal Pass and two subsidiary passes at ‘A’ Level obtained at the same sitting.

Supervisor Human Capital Development – (210000I)

 JOB ROLE/ PURPOSE:Monitor the Implementation of the Human Capital Development function in the Domestic Taxes Department to ensure conformity to the labour laws and the Human resource Policies PRINCIPLE ACCOUNTABILITIES 1. Guide the compilation of statistics to support the manpower projections for the Domestic Taxes Department to guide the talent sourcing function a) Study the updated staff list to determine the staffing levels across all Divisions in Domestic Taxes. b) Maintain an updated Departmental organizational chart and make extracts of Divisional structures as and when requested c) Analyse the staffing levels across ranks and Divisions  to establish the staffing gaps on a monthly basis and submit to DT manager for review   2. Monitor and support the adherence to the Human Resource Policies and procedures across the Domestic Taxes Department to ensure conformity to the labour laws a) Develop and provide management tools to Section Heads to guide them in daily workforce management b) Coordinate the management of staff leave in the Domestic Taxes Department and support the HR team in capturing the correct leave position at all times. c) Implement the grievance and disciplinary procedures within the Domestic Taxes Department. d) Lead the Coordination of Performance Management activities for Domestic Taxes Staff in liaison with the Human Resource Division   3. Support the implementation of Staff Development initiatives to improve staff skills in Domestic Taxes Department. a) Present Departmental Training needs to DT senior Management for approval before submitting to the HRD team b) Coordinate the Development of the training planner for DTD c) Guide the Scheduling and coordination of departmental trainings, workshops, conferences and meetings. d) Lead the planning and implementation of On-Job Trainings and other knowledge management initiatives across the department.   4. Provide HR advisory services to both Staff and senior Management of Domestic Taxes Department to maintain good employee relations a) Conduct job matching to inform DT Management in deployment rotations and attachments of DT staff to support business continuity in the Departments b) Conduct Exit interviews and advise DT Management on the remedies to curb staff attrition c) Provide counselling to Domestic Taxes Staff in respect to their  personal challenges on a case-by case basis d) Provide technical advice to staff and senior Management of Domestic taxes Department on the implementation of the human resource policies   5. Plan and manage the performance and development of staff under jurisdiction so as to improve their productivity a) Plan and budget for resource requirements in the business Unit and monitor the usage to ensure efficiency b) Develop and monitor a Business Unit Work plan and develop performance agreements with all the staff under supervision c) Monitor staff performance and provide guidance and periodic feedback for performance improvement d) Assess the training and development needs of staff under supervision and recommend appropriate interventions e) Provide coaching and mentoring support to staff  under jurisdiction f) Initiate and implement activities/programs intended to create and harness teamwork in the business Unit g) Implement succession planning and any other staff related programs as introduced and approved in the organization h) Create and maintain a working atmosphere that fosters creativity and innovation in the team

Officer Board Affairs – (210000W)

JOB ROLE/ PURPOSE:

To give legal advice to both internal and external stakeholders, draft contracts/agreements and participate in the amendment of URA policies and tax laws in order to streamline the flow of URA business PRINCIPLE ACCOUNTABILITIES 1.  Interpret Tax Laws, case Laws, & provide Legal opinions after conducting Legal research a) Receive and review request for legal opinions, internalize, and appreciate the facts; document and solicit further information from sender where necessary. b) Conduct Legal research and make the analysis/opinion/interpret, and submit to AC BA, P&R or CLSBA for review c) Effect the necessary changes, if any following feedback from the AC BA, P&R and submit the final opinion to the originating office   2. Draft contracts/agreements for supplies, services, works goods, tenancies, purchase agreements, & consultancies to URA as well as MOUs and staff bonding agreements to create binding legal relationships to curtail possible future mishaps that may arise out of the relationships a) Peruse through instructions and accompanying documents, prepare and submit draft contracts to the AC BA, P&R for review and input. b) Effect the necessary changes made by AC BA, P&R and print draft contract and forward draft to PDU for onward transmission to the service provider for their comments. c) Prepare and submit to CLSBA for review and signature, a letter to the Solicitor General’s office for contracts with a contract price above UGX 50 Million d) Upon approval by the Solicitor General and review by the service provider, prepare the final contract and send to PDU for onward submission to the service provider and URA Board Secretary and Commissioner General for signature   3. Facilitate the acquisition process and obtaining of land titles for URA properties in order to protect URA’s interests a) Receive instructions from AC-Administration/CCS, Study the URA property portifolio and initiate the process of property acquisition, application for titles and secure relevant signatures & recommendations b) Request for application and inspection fees, and any other fees incidental to land registration, effect payments, lodge applications with secretary of DLB (District Land Board) and arrange with secretary of the DLB to have land inspected by Area Land Committee and account for the funds c) Follow up and obtain offers for titles from District Land Officers, submit for approval, forward to Land Registration Department for preparation of titles, ensure that title is actually made and make follow ups on the land. d) Prepare and lodge caveats to protect threatened properties. e) Prepare for, answer and document responses to any audit queries arising therefrom   4.  Facilitate policy reviews and amendments process to streamline decision making and the running of URA business a) Receive and respond to requests to participate in policy reviews and give legal guidance on policy drafting and amendments b) Receive the text drafts from client departments and undertake legislative drafting c) Initiate policy amendments arising from lessons learnt from court cases

Officer Prosecution – (210000C)

JOB ROLE/ PURPOSE:
Represent the Organization in Courts of Law and Tax Appeals Tribunal, Interpret tax and Case Laws to ensure that URA is ably represented in courts of law and enforcement of tax laws. PRINCIPLE ACCOUNTABILITIES 1.   Represent the Organization in Courts of Law in criminal matters to ensure compliance with tax laws, URA policies and procedures a)  Review cases  from internal clients with the view of determining whether a criminal tax  case is established b)  Refer the case files back to the investigators for further investigation where the need arises. c)   Appear in courts of law and record proceedings. d)  Follow up action on court orders with internal clients  and report back to the line manager   2.   Carry out due diligence on civil and criminal cases before court to ensure compliance with tax laws, URA policies and procedures. a)  Discuss, review and analyze reports with internal clients to clarify instructions and appreciate the merits of cases arising from their respective Divisions. b)  Obtain reports from the relevant Division to appreciate the facts of the case. c)   Carry out Legal Research on all cases / matters assigned d)  Carry out risk analysis on all cases received from the internal clients or cases before courts of law and submit reports to line Supervisor.   3.   Draft Pleadings and other documents / reports that arise out of related tax laws, court cases and other transactions to ensure that URA is ably represented in courts of law. a)  Draft weekly reports of new cases, judgments /orders and submit to the administrative officer and line supervisor. b)  Review plaintiff’s documents and precedents of similar nature and drafts defense to match the context of each case. c)   Discuss pleadings with line supervisor/manager and seek approval before filing in courts of law.   4.   Interview and brief witnesses on Court, Tribunal / Arbitration Proceedings and prepare them to testify in court. a)  Meet AC-LIT, the MGR and supervisor under whose jurisdiction a case falls to discuss and agree the material witnesses required in the case. b)  Review cases and identify the documents/evidence required from the various witnesses. c)   Meet material witnesses, interview them and prepare them for court appearance.

Officer Media Relations – (2100012)

JOB ROLE/ PURPOSE: Implement strategies for managing internal and external communications to enhance information flow and media relations. PRINCIPLE ACCOUNTABILITIES 1. Participate in Public relations campaigns to educate the public about emerging URA products and services to increase awareness and compliance a) Draft and submit a publicity plan to the line management for review and approval. b) Design campaigns materials e.g. articles, fliers, posters, review the designs & material c) Book selected media house and submit the approved materials for publication d) Monitor and evaluate the effectiveness of the media campaign through soliciting, obtaining and analyzing feedback on campaigns held   3. Monitor and evaluate all media interactions/activities to identify issues concerning URA Business that may require special attention a) Scan daily print and broadcast media to identify any issues concerning URA business that may require further management or staff awareness b) Draft responses on issues in the media that require URA response and liaise with the respective Media house or advertising agent in case of errors that require rectifying c) Maintain an updated database of all the URA related stories in the newspapers by scanning and filing hard copies d) Provide coverage and publication for internal events as assigned by the line manager

Officer Debt Collection- Cheques – (2100013)

JOB ROLE/ PURPOSE: Manage both post-dated and dishonored cheques to ensure timely banking and recovery of all outstanding taxes PRINCIPLE ACCOUNTABILITIES
  1. Maintain safe custody  and up to date register of postdated cheques  to ensure safety and security of the cheques
a) Capture details of all the cheques received in the cheque management system. b) Cross check cheque details to ensure they conform to the requirements stipulated in the authority letter c) Analyze the cheques for completeness and record in the register of post-dated cheques. d) Categorize and file cheques according to their due dates and Keep the cheques under key and lock with restricted access to enhance safety and security
  1. Bank all postdated cheques on their due dates to facilitate recovery of unpaid taxes
a) Retrieve cheques and prepare payment registration notices (PRNs) in the eTax system. b) Liaise with MOU officers to confirm whether tax payer accounts are valid and operational c) Follow up with the tax payers and issue reminders of the due dates of the cheques to ensure full recovery of outstanding taxes. d) Bank the postdated cheques on their due dates in their respective banks and record details in daily banking register e) Monitor payment of cheques banked to confirm if cheques have cleared or dishonored. f) Prepare the daily banking report and submit to the line supervisor for review.  
  1.  Manage dishonored cheques to ensure full recovery of all outstanding taxes.
a) Pick up all dishonored cheques from banks and register them in the bounced cheques register. b) Engage with the banks to establish the reasons for dishonoring the cheques and follow up with the tax payers. c) Write demand notes to tax payers instructing them to pay outstanding tax immediately and follow up on enforcement. d) Analyze dishonored cheques from stations and ensure they conform to appropriate standards.

Carryout system upgrades to improve the effectiveness and integrity of existing systems a) Identify inefficiencies in exiting systems and processes b) Gather recommendations from users on how to improve the current systems c) Develop and deploy patches (new software versions) to improve the effectiveness of exiting systems 5.  Provide user support to improve service availability and application usage. a) Develop user manuals for developed software b) Carry out user sensitization and training on how to use the developed application. c) Receive user queries and provide feedback d) Engage business units and guide the documentation of business processes e) Carry out other IT related work like Computer configuration, networking on projects.    
Qualifications
 PERSON SPECIFICATION Essential Requirements a) An honors degree in BSc. Computer Science, Bachelor of Information Technology, Bachelor of Science (Computer Science), Bachelor of Software Engineering; Bachelor of Statistics (Computing) b) Two (2) years of active Software Development ideally with exposure to the full software lifecycle (from requirements through production) c) Demonstrated experience in mobile application development for Android, IOS, and Windows mobile d) Experience of working with code repositories for example GIT SVN, Microsoft Team Foundation e) Demonstrated experience in working with Enterprise resource planning systems like Oracle EBS, SAP etc Desirable Requirements a) Oracle Certified Associate Java SE Programmer or Oracle Certified Professional Java SE Programmer, Microsoft Certified Solutions Developer (MCSD) b) Oracle database Management System/Certification, Microsoft Certified Solutions Associate (MCSA): Microsoft SQL Server Knowledge a) Knowledge of software quality assurance standard (IEEE, ISO/IEC etc.) b) Software testing standard (IEEE829, ISO/IEC/IEEE29119) c) Excellent knowledge of Relational Database management systems and development using Oracle RDBMS, MS SQL Server, Postgres, and MySQL d) Experience in developing web applications using at least one popular web framework (JSF, GWT, Spring MVC, .NET MVC 2/3 Framework ) e) Knowledge and usage of software testing tools (security, test case management, automation testing, stress and performance management) f) Good understanding of the programming languages (Java, C#, Php etc.) g) Hands on experience in designing interactive applications SPECIAL SKILLS AND ATTRIBUTES a) Ability to Work under pressure b) Team player c) Analytical thinking skills - able to simplify complex problems, processes or projects into component parts, explore and evaluate them systematically d) Ability to work for long hours e) Interpersonal skills - - able to build and maintain effective working relationships with a range of people. Officer Debt Collection- MOUs – (2100014)

JOB ROLE/ PURPOSE: Prepare and monitor the performance of memoranda of Understanding with tax payers and provide legal opinions on case files to recover outstanding taxes and enhance revenue collection PRINCIPLE ACCOUNTABILITIES 1. Prepare Memoranda of Understanding to enable recovery of outstanding taxes a) Study authority letters to verify interest computations and total tax liability b) Engage tax payers to obtain postdated cheques and any relevant securities to aid in preparing the MOUs c) Prepare the MOUS and submit to the line supervisor for further administration d) Engage the tax payer to review the MOUS and attach the necessary requirements to enable the signing e) Prepare a collection report and recommendations for further management   2. Monitor the performance of the memoranda of Understanding to enhance compliance with tax obligations a) Develop a Debt collection portfolio, categorizing cases according to the risk involved b) Liaise with the data technical officer to confirm if the cheques have cleared and monitor progress of the level of compliance with the MOUS with the tax payers c) Reconcile and maintain the payment schedule with an updated tax obligation status d) Prepare addendums to the MOUS and submit to the line supervisor for review and approval e) Prepare appropriate debt collection instruments for enforcement on defaulting taxpayers f) Obtain and analyze the monthly collection reports to check the status of compliance with MOUS   3. Provide legal opinions to guide in handling tax payer’s cases in order to enable full recovery of outstanding taxes a) Study case files and provide the appropriate legal opinions accordingly b) Study requests for debt write offs and advise on any legal consequences c) Gather information from the Case officers, tax district officials, and hold Consultations with relevant stakeholders on course of action to be taken for enforcement d) Liaise with the case officer to study the cases and advise on the course of action and legal frameworks e) Research and make recommendations for policy amendments and adoption of new laws f) Handle all cases under receivership/liquidation in accordance to the relevant laws
